On the eve of the World Championships in London, the International Athletics Federation (IAAF) published regulations for neutral athletes. "SE" studied the document in detail.
Even though the athlete’s country of origin is not mentioned even once in the regulations, and the “neutral” status is presented as generally as possible, few doubt who this document was written for. It seems that the IAAF has done everything possible to ensure that there is not a single mention of Russia at the tournament.
DON'T FORGET TO MATCH YOUR CLOTHING
After the future World Cup participant has obtained clearance for himself and made sure that his accompanying person has received it, after both have obtained a British visa (which is also not an easy matter), it would seem that it is time to focus on training and preparation. No, that's not right. You need to agree with the IAAF about your appearance. Clause 1.8. states: “Neutral Athletes may compete in any neutral uniform of their choice that complies with IAAF rules. It must not contain colors, patterns or be otherwise associated with the Athlete's team uniform and/or the flag of the suspended Federation.<…>All Neutral Athletes must bring their uniform to the Accreditation Center for inspection and must at all times comply with any direction or decision of the IAAF in relation to the uniform." Also, subject to clause 5.1, an athlete may not display federation sponsor advertising on his or her uniform. Otherwise, the athlete may be subject to Sanctions up to and including disqualification may be applied.
IAAF ANTHEM INSTEAD OF RUSSIAN
In the Opening Ceremony parade of athletes, neutral athletes will march with a "Neutral Athletes" or "ANA" sign. According to the regulations, this remains at the discretion of the World Championship organizing committee. The flag that the athletes will carry at the ceremony is under his jurisdiction. Also, according to the rules, if a neutral athlete wins, he will take part in the award ceremony on a general basis, but instead of the national anthem, the IAAF anthem will be played. You cannot sing your own anthem, even a cappella.
WITHOUT WHITE, BLUE AND RED
With the uniform, flag and anthem everything is more or less obvious. No matter how offensive it may be to us, it is better to have neutral representation at the World Championships than none at all. But the IAAF went further and came up with additional rules. The name of the country, coat of arms and flag colors must not appear on the athlete’s body, including hair color, haircut (hairstyle), tattoos, skin color. That is, if an athlete once got himself a tattoo with the inscription “Russia” or any inscription in Russian in general (there will be some quibbles regarding inscriptions in Cyrillic), then he will have to hide it somehow.
The international federation also did not forget about resourcefulness, which, while performing at the European Championships, still in the same neutral status, tied up its hair with an elastic band in the colors of the Russian flag. Now the corresponding colors and references to the country should not be on any accessories (elastic bands and headbands, jewelry, bags and suitcases, and even medical tapes). In a word, everything is provided to ensure that the athlete cannot demonstrate his nationality in any way. Otherwise, sanctions may be applied to the athlete, including disqualification.

INSTITUTE OF NOBILITY
All restrictions apply not only to competition venues, but also to the entire tournament infrastructure. That is, the Russian anthem cannot be played either in the press center of the stadium, or in the hotel, or at the training ground. It’s also better not to appear in the vicinity with the Russian flag. The athlete and his accompanying person can speak at press conferences only on their own behalf, and not on behalf of the country. Otherwise - what? That's right, sanctions up to and including disqualification.
Additionally, the IAAF rules state that the athlete and his accompanying person must respect the IAAF, the organizing committee, tournament officials and other athletes. And also demonstrate “high standards of behavior.” In general, these points are spelled out in the main regulations of the tournament, to which the rules for neutral athletes refer every now and then. But they decided to write this point separately. Apparently, to be remembered.
The “Athletics” report summarized in this article will help you prepare for the lesson.
"Athletics" report on physical education
What is athletics?
Athletics is an Olympic sport and includes race walking, running events, running events, all-around events, technical events and cross-country events. She is rightly called the queen of sports, since she is considered the most popular sport, and in terms of the number of medals in her disciplines, the largest number of medals have always been awarded. In 1912, the International Association of Athletics Federations was founded with its headquarters in Monaco.
Athletics: history of development
Athletics is a very ancient sport, as evidenced by numerous archaeological finds. The earliest athletics event is running. This sport originated in Ancient Greece. The Greeks, by the way, called all physical exercise athletics, dividing it into “heavy” and “light.” They classified exercises that developed strength as weightlifting, and exercises that developed endurance and agility as light athletics. The first Olympic athletics champion was Koroibos, who received this title in 776 BC. By the way, this year is considered the birth date of athletics.
The modern history of this sport began in 1837, when running competitions took place over a 2-kilometer distance in the city of Rugby. Later, his program included sprinting, weight throwing, steeplechase, high jump and running long jump.
In order to popularize athletics, the London Athletic Club was founded in 1865, and in 1865 the Amateur Athletic Association. Its rapid development is associated with the Olympic Games of 1896, when it was given the largest place.
Rules:
- The winner is the team or athlete who showed the best results in the final technical disciplines or final races.
- The number of participants is determined by the competition regulations, with women and men participating in different starts.
- Stadiums come in open and closed types, often combined with a football field. The outdoor stadium consists of sectors for technical disciplines and a 400 m track divided into 9 lanes. The indoor stadium consists of a 200 m track with 4-6 sectors.
Types of athletics
- Race walking. The athlete's feet are in constant contact with the ground. Distances are 10,000 m, 20,000 m, 30,000 m and 50,000 m.
- Run. It is represented by the following types: long-distance running, middle-distance running, sprint, relay and hurdles.
- Jumping. They are divided into horizontal (triple jump, long jump) and vertical (pole vault, high jump).
- Throwing. Athletes move the projectile to the maximum distance from themselves. Types: shot put, throwing a ball or grenade, throwing a discus, hammer or javelin.
- All-around. Includes competitions of one discipline or several sports.

The World Athletics Championships have started in Great Britain. 19 of our athletes were allowed to participate, but only under a neutral flag - any symbols with the tricolor are prohibited. The rules were specially tightened before the tournament.
The demonstration events did not end there - on the first day of the competition, the organizers presented the new owners with medals that had been taken away from Russian athletes as a result of doping proceedings.
The medals were awarded directly at the opening ceremony - a new tradition. Awards were taken from athletes from different countries accused of doping. Only this evening, all five medals had previously been Russian, as if the organizer of the tournament, the International Athletics Association, once again wanted to emphasize which country had no place at this championship.
Training stadium. Here each team has its own tent. It has a flag and the name of the country on it. Unfortunately, the inscription “Russia” and our tricolor will not be here. Russian athletes were allowed to compete as neutral athletes. This means no flag, anthem or uniform. Daria Klishina knows better than anyone what it’s like to be Russian but have to hide it. She performed in this status at the European Championships and other international tournaments.
“You have to follow the rules. We must be pleasant guests to everyone. And everyone knows that we are Russians in the stands, and the main thing is that we know inside that we stand for Russia. And what is written in the regulations or in the protocol does not matter to anyone,” said Daria Klishina, a participant in the World Athletics Championships.
On Friday, Daria was just training. For her, the tournament will begin on August 9th. Alexander Menkov kept her company at the stadium. Our athletes stood out from the rest. After all, next to the others there were entire teams of assistants. Not all of us even have coaches. So one mentor was simply not given a visa.
“The team arrived without doctors, without massage therapists. The organizing committee provides the services of doctors and massage therapists, but, as far as I know, not a single serious athlete will go to someone else’s massage therapist. Therefore, all hope lies with the coaches,” says Elena Orlova, official representative of neutral athletes at the World Athletics Championships.
Elena Orlova is well known in the world of athletics. She is an international judge. This time, instead of a country, the accreditation has the abbreviation ANA, which means neutral athlete.
“A lot of people ask what kind of country ANA is. We have to explain how it is, what it is. “Everyone and the judges know that I’m from Russia, but they don’t understand what kind of abbreviation I have,” says Elena Orlova, official representative of neutral athletes at the World Athletics Championships.
The uniform with our coat of arms and the name of the country can still be seen at this championship. Journalists wear it - the only ones who are allowed to do this. On Friday there were even more reporters from Russia than our athletes.
Alexander Menkov started first. The 2013 world champion jumped the qualification mark on his first attempt. Having blown a kiss to the camera, Alexander ran off to rest. The final is late tonight.
And at this time the stadium was already standing. On the track, the running legend is Usain Bolt. The 11-time world champion and eight-time Olympic gold winner has already announced that this is the last tournament. Even his victory in qualifying caused a storm of delight.
In this endless howl of the stands, European champion Anzhelika Sidorova was preparing for her decisive jump. The first two attempts were unsuccessful. Angelica is getting ready. A run-up - and the competition is over for her.
"I am very sorry. I am very ashamed in front of the coach and everyone who was rooting for me. I worked until the end, I hoped. Apparently this was not enough. – “Did the situation with the team greatly influence the result?” “I don’t want to blame it on this, I think not,” said World Athletics Championships participant Anzhelika Sidorova.
Without serious rivals and international tournaments there are no victories. This rule is. Our athletes have been living in isolation from big-time sports for almost two years. Only a few were allowed to perform in May. Viktor Butenko also failed to qualify. But Olga Mullina jumped 4 meters 50 centimeters and will continue to fight for medals.
“This is a special championship because it’s my first world championship. Of course, I was nervous, I didn’t understand what would happen. This is my first time performing in such conditions, where there are thousands of people in the stands. But everything is fine,” said World Athletics Championships participant Olga Mullina
At this championship, only 17 remained from 19 Russian athletes. Among them there are athletes who, despite all the difficulties, can claim victory.
2017 World Athletics Championships - athletics competition, which will be held in 2017 in the capital of Great Britain - London under the auspices of the International Association of Athletics Federations (IAAF). This is the first World Cup in the UK and the eleventh in Europe.
The 2017 World Athletics Championships will take place in London from 4 to 13 August. The championship program includes competitions in 47 disciplines - 24 men's and 23 women's. The main venue for the competitions and ceremonies will be the Olympic Stadium, also known as London Stadium.
The World Championships will host athletes from more than 200 countries from Albania to Japan, but there is one catch. Russian athletes have been disqualified for the ARAF doping scandal and will not be able to fight for their native flag.
The World Championships will provide athletes with 48 sets of medals in 24 disciplines for men and women.
19 Russian athletes who will compete under a neutral flag due to the suspension of the All-Russian Athletics Federation have received admission to the World Championships in London. The IAAF has imposed a ban on the use of sports uniforms in the colors of the national flag by Russian athletes; symbols of the country should not appear on the body of athletes (hair cannot be dyed in tricolor colors, tattoos, jewelry, taping, manicures, etc.).
Russian athletes were warned: during the World Cup they would have to forget about their homeland. No flag, no anthem, no national colors on uniforms and clothes, not even a manicure in such colors or a shaved RUS abbreviation on the head. Tattoos indicating nationality will have to be covered over. Singing the anthem in a hotel room is also not allowed. If only about yourself. Nothing.
This applies to athletes and accompanying persons who must respect the IAAF, the organizing committee, other athletes and everyone in general. However, it is difficult to imagine that our athletes, even if they win, would put on budenovki, like Stirlitz in the joke, and walk around Trafalgar Square with the national flag. There will definitely be no violations on their part.
But the bans do not apply to fans if Russians are in the stands of the Olympic Stadium. The appearance of Russian flags, the singing of the anthem and shouts of “Russia, Russia!” will become one of the intrigues of the competition. It is unlikely, of course, that a handful of our fans of the Queen of Sports will be able to drown out the stands, but Russian athletes will certainly receive support from her.
Men: Sergey Shubenkov (110 m s/b), Alexander Menkov (length), Danil Lysenko, Ilya Ivanyuk (height), Valery Pronkin, Alexey Sokirsky, Sergey Litvinov (hammer), Ilya Mudrov (pole), Viktor Butenko (discus), Alexander Lesnoy (core), Sergey Shirobokov (walking), Ilya Shkurenev (decathlon).
Women: Maria Lasitskene, Irina Gordeeva (height), Anzhelika Sidorova, Olga Mullina (pole), Vera Rebrik (javelin), Daria Klishina (length), Klavdiya Afanasyeva (walking).
Lasitskene is the only Russian “neutral” who is an unconditional contender for victory. Maria’s advantage over all her rivals this season is simply overwhelming, and to win again, she doesn’t need to do anything outstanding, just take it. The women's high jump final will take place on August 12, the penultimate day of the tournament.
None of our other participants, frankly, is a favorite in their event. Even Shubenkov. Two years ago he went to Beijing to win, now Jamaican Omar McLeod, who has three best results this season, is going to win. But this is a hurdle sprint where the slightest mistake can ruin anyone's chances. And there is no doubt that Shubenkov will try to put maximum pressure on McLeod.
How many medals will athletes with the incomprehensible acronym ANA win? In an ideal situation, almost all “neutrals” are capable of doing this. But this doesn’t happen, so 4-5 awards would be a great result.
The greatest sprinter of our time, Usain Bolt, will retire in London. This event eclipses everything else that will happen at the World Championships. The Jamaican “Lightning” plans to run the 100-meter dash and the 4x100-meter relay. If force majeure does not happen, Bolt will add two more gold medals to his collection.
The World Athletics Championships ended in London on Sunday. Russian athletes, who competed at this tournament under a neutral flag, won two more silver medals on the final day of the competition. First, Sergei Shirobokov took second place at a distance of 20 km in race walking, and then Danil Lysenko showed the second result in the high jump sector. Thus, the Russians took one gold and five silver medals at the last championship, although only 19 domestic athletes received permission to compete in the capital of Great Britain.
After the triumph of Maria Lasitskene, the Russian team, which competed at the 2017 World Championships under the acronym ANA (Authorised Neutral Athlete), won a medal in the men's high jump. 20-year-old Danil Lysenko, who made his debut at competitions of such the highest level, climbed to the second step of the podium, conquering the bar at 2.32 m in his best attempt. Mutaz Barshim from Qatar became the champion, clearing 2.35 m. Lysenko admitted that Lasitskene's success inspired him, and, according to the athlete, he could have competed for gold if not for the injury.
“My leg hurt even in qualifying, but it was tolerable there,” the ward of the famous Evgeniy Zagorulko told reporters. “And, apparently, in qualifying I pulled it so hard that before the final I could not walk around the hotel. During the warm-up, my leg hurt a lot. I approached the coach, he said: “Well, take off.” I replied: “No, I’ll try the starting height.” I tried it - it seems that my leg allows me to jump. I decided to continue. But after each jump, my leg hurt terribly. I didn’t move between attempts, I just sat and stretched so that the spasm went away. When I knocked down the bar at a height of 2.29, it became quite scary. But he managed to pull himself together. Thanks to the viewers who supported me."
Lysenko achieved 2.29 m on his second attempt, and the next height, 2.32, on his first try. He tried to take on the more experienced Barshim, a two-time Olympic medalist, at 2.35m, but the Russian's personal best is 2.34m and resulted in all three jumps being unsuccessful. “The second and third attempts at 2.35 m were manageable,” meanwhile, senior coach of the Russian national jumping team Anton Nazarov told the R-Sport agency. “They showed that in the future Lysenko will fight with Barshim. For the first time he competed at the international level with adult athletes - and immediately won silver. Somewhere, of course, there was a lack of experience, but the performance was brilliant and very promising. At the Tokyo Olympics, Danil can jump very high. I would also like to mention Ilya Ivanyuk. Sixth place is also a very good result for a debut at the senior world championships.”
For Sergei Shirobokov, who won a silver medal in the 20 km race walking, this was also the first world championship in his career. Moreover, he is only 18 years old. Nevertheless, the Russian lost only two seconds to the winner Eider Arevallo from Colombia. “What Shirobokov did in race walking is beyond the capabilities of many,” said Maris Peterson, an international judge and representative of Russian walkers at the tournament in London. “He is young, and I believe that he has a very bright future. Sergei has brilliant technique. It was very difficult to fight for gold because the Colombian athlete is much older and more experienced. What Shirobokov did was a miracle. At the finish line he was just a little short, which is understandable given his young age. This medal is very important for our race walking. And I want to thank Sergei for this medal.”
Let us recall that earlier silver medalists at the 2017 World Championships as part of the so-called neutral team were Sergei Shubenkov (110 m hurdles), Daria Klishina (long jump) and Valery Pronkin (hammer throw). Maria Lasitskene (high jump), as already noted, won gold. In total, domestic athletes have six awards, and this is more than at the last World Championships 2015, where Russia had a full-fledged team, and not as now - only 19 people, and then, let us recall, there were two golds, one silver, one bronze . In addition, the current five silver medals are potentially five gold. Moreover, almost all Russian vice-champions had a chance to win.
“I believe that the current result can be considered successful,” head coach of the Russian national team Yuri Borzakovsky summed up the results of the championship in hot pursuit. “We showed that even with this composition our team is capable of putting up a fight. They admitted us selectively, but if the full team had gone to London, then we would have had more medals.”
Let us add that the US team confidently took first place in the team competition at the completed World Championships (10 gold, 11 silver and 9 bronze medals). Kenya was second (5-2-4), South Africa third (3-1-2). Team ANA is in ninth position.
