1. History of the emergence of the GTO complex.
The GTO Complex was first introduced back in the Soviet period of our country.
On behalf of the All-Union Council of Physical Culture under the Central Executive Committee of the USSR, a draft GTO complex was developed, which on March 11, 1931, after public discussion, was approved and became the normative basis of the physical education system for the entire country.
The goal of the introduced complex is “to further increase the level of physical education and mobilization readiness of the Soviet people, primarily the younger generation...”. The main content of the GTO complex was focused on high-quality physical training of hundreds of millions of Soviet people.
Initially, men no younger than 18 years old and women no younger than 17 years old were initially allowed to take the test to receive the “Ready for Labor and Defense” badge. A special condition was a satisfactory state of health. It was determined by a doctor who determined that compliance with the standards for this complex would not cause harm to human health.

Those who successfully completed the tests and were awarded the GTO badge had a preference for admission to a special educational institution in physical education and a preferential right to participate in sports competitions and physical education festivals of the republican, all-Union and international scale.
Large-scale competitions for the title of Champions of the GTO complex in its individual types were not inferior in popularity to the Spartakiads and the central football matches of the season. Wearing the GTO badge has become prestigious.
TRP badges (the first versions) were made of copper or brass and coated with hot enamels (cloison), later mass production of aluminum badges coated with liquid (cold) enamels began. The fastening for the TRP badges was a screw or a safety pin.
GTO BADGES 1931-1936 (I AND II STAGE)
During the existence of the complex, its regulatory part was changed more than once. The largest changes were made in 1940, 1947, 1955, 1965 and 1972.
A new GTO complex introduced in 1972
(approved by Resolution of the Central Committee of the CPSU and the Council of Ministers of the USSR on January 17, 1972 No. 61) made it possible to improve mass physical culture and sports work in each team, in a sports club and throughout the country, and to solve a number of important issues related to improving the health of Soviet citizens. The age range of the complex has expanded: levels have been added for schoolchildren aged 10–13 years and workers aged 40–60 years. Now the complex had V age levels and covered the population aged 10 to 60 years. Each stage of the 1972 GTO complex consisted of two sections:- studying the basic provisions of the Soviet system of physical education, mastering practical skills of personal and public hygiene, rules and techniques for protecting against weapons of mass destruction, performing morning exercises;
- exercises that determine the level of development of a person’s physical qualities - strength, endurance, speed, agility, as well as exercises that contribute to the mastery of applied motor skills - running for speed and endurance, strength exercises, jumping, cross-country skiing, swimming and others.
Each stage had the following characteristic features:
- I stage - “Brave and Agile” was introduced for schoolchildren aged 10-13 years with the aim of forming in children a conscious attitude towards physical education, developing basic physical qualities and vital skills, identifying sports interests. Stage I was divided into two age groups: boys and girls 10-11 and 12-13 years old. The complex consists of 7 mandatory tests and 6 optional ones.
- II stage - “Sports Shift” is intended for teenagers 14-15 years old, with the aim of increasing the physical fitness of teenagers and mastering their applied and motor skills. The complex consisted of 9 trials.
- III stage - “Strength and Courage” are standards for boys and girls aged 16-18 years, with the aim of improving the physical fitness of young people necessary for subsequent work and readiness for service in the Armed Forces. The complex consisted of 10 trials.
- IV stage - “Physical perfection” is intended for men 19-39 years old and women 19-34 years old, with the goal of achieving a high level of physical development and physical fitness for highly productive work and fulfilling the sacred duty of protecting the Motherland. Stage IV is divided into two age groups: men 19-28 and 29-39 years old, women 19-28 and 29-34 years old. The complex consisted of 10 trials.
- V stage - “Vigor and Health” is intended for men 40-60 years old and women 35-55 years old, with the goal of maintaining good health and a high level of physical fitness of workers for many years to ensure their labor activity and constant readiness to defend the Motherland.
To constantly stimulate the population to engage in physical education and sports, standards of several levels of complexity have been established for each level.
When fulfilling the standards of the RLD Complex, participants were awarded silver and gold insignia; for the 5th level only a gold badge was provided, and for the 4th, in addition, a gold badge with honors.
The GTO system was a powerful incentive for sports. Preparation for meeting the standards developed all muscle groups, increased endurance, coordination, and the ability to calculate one’s strength and potential.
In 1973, under the Sports Committee of the USSR, an All-Union Council was created to work on the most massive involvement of citizens in the implementation of the GTO complex. USSR pilot-cosmonaut Alexei Arkhipovich Leonov was appointed Chairman of the Council.
To monitor the progress of the implementation of the new complex, the All-Union Inspectorate for the GTO complex was created. This is a public body that promptly warns sports and other organizations about noticed shortcomings in their work, and increases the responsibility of each physical education worker for the assigned work.
Inspections and inspection groups carried out spot checks not only on the acceptance of tests, but also on the GTO badges themselves, monitored the quality of training of public instructors, the organization of training, the construction and equipment of GTO camps, the use of sports facilities, the state of visual agitation and propaganda.
The standards of the GTO complex became a tool thanks to which every citizen could check the level of their physical development
The “GTO Excellence” badge was awarded to those who fulfilled the standards for the gold badge of the IV stage of the 1972 “Physical Excellence” complex and had one 1st or two 2nd sports categories in any sport.
The “TRP Badge of Honor” was awarded to those who met the standards for several years in a row.
Physical education teams of enterprises, institutions, and organizations that have achieved particular success in introducing the GTO complex into the daily lives of workers were awarded the badge “For success in working on the GTO complex.”

The collapse of the Soviet Union led to a larger gap in efforts to educate citizens about physical activity. Legally, the GTO Complex was not abolished, but in fact it ceased to exist in 1991.
2. Revival of the GTO complex.
2007 can safely be called the year of sports, when Russia gets the right to the 2014 Olympics in Sochi, our football players made it to the European championship, basketball players became the best team in the Old World, tennis players won the Federation Cup, handball players won the title of the strongest in the world, and, finally, President Vladimir Putin signed a new law on sports.
On a wave of enthusiasm from sporting victories, in accordance with new trends, discussions about the revival of the GTO complex were again raised by the sports community.
The result of painstaking preparation was the publication of Decree of the President of the Russian Federation dated March 24, 2014 No. 172 “On the All-Russian physical culture and sports complex “Ready for Labor and Defense” (GTO)”, decreeing the commissioning of the complex from September 1, 2014.
The updated standards came into force on January 1, 2018 and will be valid for 4 years.
In this regard, the reporting period for fulfilling the GTO standards for students (age levels 1-6) has changed. In 2017-2018 it is divided into 2 parts:

- increasing the efficiency of using the capabilities of physical culture and sports in promoting health, harmonious and comprehensive development of the individual, nurturing patriotism and ensuring continuity in the implementation of physical education of the population;
- increasing the number of citizens systematically involved in physical culture and sports in the Russian Federation;
- increasing the level of physical fitness and life expectancy of citizens of the Russian Federation;
- formation among the population of conscious needs for systematic physical education and sports, physical self-improvement and maintaining a healthy lifestyle;
- increasing the general level of knowledge of the population about the means, methods and forms of organizing independent studies, including using modern information technologies;
- modernization of the physical education system and the system of development of mass, children's and youth, school and student sports in educational organizations, including by increasing the number of sports clubs.
The All-Russian Physical Culture and Sports Complex provides for preparation for implementation and direct implementation by various age groups (from 6 to 70 years and older) of the population of the Russian Federation (hereinafter referred to as age groups) of the established standards of the All-Russian Physical Culture and Sports Complex for 3 levels of difficulty, corresponding to gold, silver and bronze insignia of the All-Russian Physical Culture and Sports Complex and is based on the following principles:

The normative testing part of the All-Russian Physical Culture and Sports Complex “Ready for Labor and Defense” (GTO) provides for state requirements for the level of physical fitness of the population based on compliance with established standards and assessment of the level of knowledge and skills, and consists of three main sections:

Students of various health groups are allowed to take the GTO standards in schools, but subject to the mandatory fulfillment of certain conditions. The student must attend physical education classes regularly. The child must participate in sports sections that correspond to his health group. Students who have the appropriate medical permission are allowed to take the GTO test. A child in poor health will not be exposed to physical activity.
The GTO complex in schools consists of the first five steps, which were listed above. When children leave school, they must undergo tests of speed, flexibility, endurance and strength.
WHY DO GTO IN THE 21ST CENTURY?
The answer to this question may be different for each young person. Someone wants to compare themselves with older family members who have the Soviet GTO sign. Someone wants to try to achieve a specific result and test their willpower and perseverance. And some are simply used to being first in studies and sports. All people are different. However, everyone who voluntarily decided to undergo the GTO test has one thing in common - determination. It is this trait that is most important for people of the 21st century. Only purposeful and physically prepared people will be able to achieve success in modern conditions.
The return of the GTO to Russia is in demand by time and social factors. It was received positively by the majority of Russians. The health of the people is priceless, and its foundation is laid, among other things, by such nationwide events.
In addition, if you confirm the standards over several years, you can count on the gratitude of the President in the form of a special insignia.
The presence of insignia of the GTO complex (in accordance with Order of the Ministry of Education of Russia No. 1147) for applicants to study in educational programs of higher education will be taken into account by educational organizations of higher education during admission. Students who have the golden insignia of the GTO complex may be awarded an increased state academic scholarship in accordance with the established procedure.

Working on an individual final project helped me in the formation of regulatory, cognitive and communicative UUD.
Having studied and researched the GTO complex, I came to the following conclusion:
- The introduction of GTO in schools is a necessary process for developing a child’s personality. This helps him develop such human qualities as endurance, the desire to work on himself, the desire to be healthy and raise a healthy generation.
- In addition, this complex contributes to the development of not only the physical functions of the body, but also the mental ones. For children who spend a lot of time outdoors, the possibility of developing a syndrome called “oxygen starvation” is excluded.

These Regulations determine the structure, content and organization of work on the introduction and further implementation of the All-Russian physical culture and sports complex “Ready for Labor and Defense” (GTO) - the programmatic and regulatory basis of the physical education system for various groups of the population of the Russian Federation.
2. The All-Russian physical culture and sports complex “Ready for Labor and Defense” (GTO) establishes state requirements for the physical fitness of citizens of the Russian Federation, including types of tests (tests) and standards, a list of knowledge, skills and habits for maintaining a healthy lifestyle for various categories of the population .
3. The All-Russian physical culture and sports complex “Ready for Labor and Defense” (GTO) provides for preparation for implementation and direct implementation by the population of various age groups (from 6 to 70 years and older) of the established regulatory requirements for three levels of difficulty corresponding to gold, silver and bronze insignia of the All-Russian Physical Culture and Sports Complex “Ready for Labor and Defense” (GTO).
II. The purpose and objectives of the All-Russian physical culture and sports complex “Ready for Labor and Defense” (GTO)
4. The goal of the All-Russian physical culture and sports complex “Ready for Labor and Defense” (GTO) is: increasing the efficiency of using the capabilities of physical culture and sports in promoting health, harmonious and comprehensive development of the individual, nurturing patriotism and ensuring continuity in the implementation of physical education of the population.
5. Objectives of the All-Russian Physical Culture and Sports Complex “Ready for Labor and Defense” (GTO):
a) an increase in the number of citizens systematically involved in physical culture and sports in the Russian Federation;
b) increasing the level of physical fitness and life expectancy of the country’s citizens;
c) the formation of conscious needs among the population for systematic physical education and sports, physical self-improvement, and maintaining a healthy lifestyle;
d) increasing the general level of knowledge of the population about the means, methods and forms of organizing independent studies, including using modern information technologies;
e) modernization of the physical education system and the system of development of mass, children's and youth, school and student sports in educational organizations, including by increasing the number of sports clubs.
III. Structure and content of the All-Russian physical culture and sports complex “Ready for Labor and Defense” (GTO)
6. The structure of the All-Russian physical culture and sports complex “Ready for Labor and Defense” (GTO) consists of XI steps:
Stage I: 1 - 2 grades (6 - 8 years);
II stage: 3 – 4 grades (9 – 10 years);
III stage: 5 - 6 grades (11 - 12 years);
IV stage: 7 – 9 grades (13 – 15 years);
V stage: 10 - 11 grades, secondary vocational education (16 - 17 years);
VI stage: 18 - 29 years;
VII stage: 30 - 39 years;
VIII stage: 40 - 49 years;
IX stage: 50 – 59 years;
X stage: 60 – 69 years;
XI stage: 70 years and older.
7. The normative testing part of the All-Russian physical culture and sports complex “Ready for Labor and Defense” (GTO) provides for state requirements for the level of physical fitness of the population based on compliance with established standards and assessment of the level of knowledge and skills, consists of three main sections:
a) types of tests (tests) and standards;
b) requirements for assessing the level of knowledge and skills in the field of physical culture and sports;
c) recommendations for a weekly physical activity regimen.
State requirements for the level of physical fitness of the population when meeting the standards of the All-Russian Physical Culture and Sports Complex “Ready for Labor and Defense” (GTO)” are approved by the federal executive body that carries out the functions of developing and implementing state policy and legal regulation in the field of physical culture and sports, in agreement with the federal executive body responsible for the development and implementation of state policy and legal regulation in the field of education, and the federal executive body responsible for the development and implementation of state policy and legal regulation in the field of healthcare.
8. Types of tests (tests) and standards include:
types of tests (tests) to determine the level of development of physical qualities and applied motor skills of citizens;
standards that allow assessing the versatility (harmony) of the development of basic physical qualities and applied motor skills in accordance with the gender and age characteristics of human development.
Types of tests (tests) are divided into mandatory and optional.
Mandatory tests (tests) in accordance with the stages are divided into:
tests (tests) to determine the level of development of speed capabilities;
tests (tests) to determine the level of endurance development;
tests (tests) to determine the level of strength development;
tests (tests) to determine the level of development of flexibility.
Tests (tests) of choice in accordance with the levels are divided into:
tests (tests) to determine the level of development of speed and strength capabilities;
tests (tests) to determine the level of development of coordination abilities;
tests (tests) to determine the level of mastery of applied skills.
9. Persons who have fulfilled the state requirements for the level of physical fitness of the population when meeting the standards of the All-Russian Physical Culture and Sports Complex “Ready for Labor and Defense” (GTO)” are awarded the corresponding insignia of the All-Russian Physical Culture and Sports Complex “Ready for Labor and Defense” (GTO) ), the sample and description of which are approved by the federal executive body exercising the functions of developing and implementing state policy and legal regulation in the field of physical culture and sports. The procedure for awarding citizens with insignia of the All-Russian Physical Culture and Sports Complex “Ready for Labor and Defense” (GTO) and assigning sports categories to them is approved by the federal executive body that carries out the functions of developing state policy and legal regulation in the field of physical culture and sports.
10. Persons who have sports titles and sports categories not lower than the second youth level and who have fulfilled the standards of the Complex corresponding to the silver insignia are awarded the gold insignia of the All-Russian Physical Culture and Sports Complex “Ready for Labor and Defense” (GTO).
11. The requirement for assessing the level of knowledge and skills in the field of physical culture and sports includes testing knowledge and skills in the following sections:
the impact of physical education on health, increasing mental and physical performance;
hygiene in physical education;
basic methods of monitoring physical condition when practicing various physical education and health systems and sports;
basic methods of self-study;
fundamentals of the history of the development of physical culture and sports;
mastering practical skills in physical education, health and applied activities, mastering skills in various types of physical education and sports activities.
12. Recommendations for a weekly motor regimen provide for the minimum volume of various types of motor activity necessary for independent preparation for performing types of tests (tests) and standards of the All-Russian Physical Culture and Sports Complex “Ready for Labor and Defense” (RLD), development of physical qualities, preservation and health promotion.
13. The sports part of the All-Russian physical culture and sports complex “Ready for Labor and Defense” (GTO) is aimed at attracting citizens to regular physical education and sports, taking into account the age groups of the population in order to fulfill rank standards and obtain mass sports ranks, includes norms and requirements and the conditions for their implementation for all-around events, consisting of types of tests (tests) included in the All-Russian physical culture and sports complex “Ready for Labor and Defense” (GTO). The types of all-around events of the All-Russian physical culture and sports complex “Ready for Labor and Defense” (GTO) are approved by the federal executive body that carries out the functions of developing and implementing state policy and legal regulation in the field of physical culture and sports.
14. The procedure for organizing and conducting testing of all groups of the population is approved by the federal executive body that carries out the functions of developing and implementing state policy and legal regulation in the field of physical culture and sports.
IV. Organization of work on the implementation of the All-Russian physical culture and sports complex “Ready for Labor and Defense” (GTO)
15. Persons belonging to various health groups who systematically engage in physical education and sports, including independently, based on the results of a clinical examination or medical examination, are allowed to comply with the standards of the All-Russian Physical Culture and Sports Complex “Ready for Labor and Defense” (GTO). The list of types of tests (tests) included in the All-Russian physical culture and sports complex “Ready for Labor and Defense” (GTO), and the procedure for assessing the implementation of standards by persons classified for health reasons in preparatory or special medical groups, are approved by the federal executive body implementing functions for the development of public policy and legal regulation in the field of healthcare.
16. Subjects of the Russian Federation have the right, at their discretion, to additionally include two types of tests (tests) in the All-Russian physical culture and sports complex “Ready for Labor and Defense” (GTO) at the regional level, including national ones, as well as the most popular among youth types of sports.
17. The values of the difficulty levels of the All-Russian physical culture and sports complex “Ready for Labor and Defense” (GTO) are taken into account by federal state educational standards, approximate basic educational programs in the field of physical culture and sports when determining the assessment of students’ mastery of educational programs in the field of physical culture and sports.
18. Applicants to study in educational programs of higher education have the right to provide information about their individual achievements in physical culture and sports, the presence of insignia of the All-Russian Physical Culture and Sports Complex “Ready for Labor and Defense” (RLD), which are taken into account by educational organizations during admission in accordance with with the Procedure for admitting citizens to study in bachelor's degree programs, specialty programs and master's programs.
19. Students studying in educational institutions of higher education and having a gold insignia of the All-Russian Physical Culture and Sports Complex “Ready for Labor and Defense” (GTO) are given the opportunity to establish an increased state academic scholarship and other incentive measures in the manner established by the federal executive body , carrying out the functions of developing state policy and legal regulation in the field of education.
20. The All-Russian physical culture and sports complex “Ready for Labor and Defense” (GTO) provides for preparation for the implementation and direct implementation of established standards and requirements by the population of various age groups within the framework of the events of the international movement “Sport for All”, as well as the integration of the events of the All-Russian Physical Culture and Sports Complex. sports complex “Ready for Labor and Defense” (GTO) into the calendar of sports and socially important events of the international movement “Sport for All” at the municipal, regional and federal levels.
21. The employer has the right to reward, in the prescribed manner, persons who have fulfilled the standards and requirements of the All-Russian Physical Culture and Sports Complex “Ready for Labor and Defense” (GTO) for the corresponding insignia of the All-Russian Physical Culture and Sports Complex “Ready for Labor and Defense” (GTO).
22. To fulfill state requirements for assessing the general level of physical fitness of the population based on the results of fulfilling established standards and assessing the level of knowledge and skills of the All-Russian physical culture and sports complex “Ready for Labor and Defense” (GTO), testing centers are being created to perform types of tests (tests) , standards, requirements for assessing the level of knowledge and skills in the field of physical culture and sports of the All-Russian physical culture and sports complex “Ready for Labor and Defense” (GTO) (hereinafter referred to as the GTO testing centers). 23. Unified calendar plan of interregional, all-Russian and international physical education events and sports events of the Ministry of Sports of the Russian Federation, Unified calendar plan of interregional, all-Russian and international physical education events and sports events of executive authorities of the constituent entities of the Russian Federation in the field of physical education and sports include physical education and sports events , providing for the implementation of types of tests (tests) and standards of the All-Russian physical culture and sports complex “Ready for Labor and Defense” (GTO).
V. Management structure and information support of the All-Russian physical culture and sports complex “Ready for Labor and Defense” (GTO)
24. Coordination of activities for the organization and implementation of the All-Russian physical culture and sports complex “Ready for Labor and Defense” (GTO) is carried out by the federal executive body, which carries out the functions of developing and implementing state policy and legal regulation in the field of physical culture and sports, and also the highest executive bodies of state power of the constituent entities of the Russian Federation and local government bodies.
25. Information support for the introduction and implementation of the All-Russian physical culture and sports complex “Ready for Labor and Defense” GTO is carried out through a specially created autonomous Internet portal and electronic database.

I. General provisions
1. These Regulations define the goal, objectives, structure, content and organization of work on the introduction and further implementation of the All-Russian physical culture and sports complex “Ready for Labor and Defense” (GTO) - the programmatic and regulatory basis of the system of physical education of the population (hereinafter referred to as the All-Russian Physical Education sports complex).

2. The All-Russian Physical Culture and Sports Complex establishes state requirements for the level of physical fitness of the population.

3. The All-Russian Physical Culture and Sports Complex provides for preparation for implementation and direct implementation by various age groups (from 6 to 70 years and older) of the population of the Russian Federation (hereinafter referred to as age groups) of the established test standards (tests) of the All-Russian Physical Culture and Sports Complex at 3 levels of complexity , corresponding to the gold, silver or bronze insignia of the All-Russian Physical Culture and Sports Complex (hereinafter referred to as the test standards).

III. Structure and content of the All-Russian Physical Culture and Sports Complex
7. The structure of the All-Russian Physical Culture and Sports Complex consists of 11 levels and includes the following age groups:
first stage - from 6 to 8 years;
second stage - from 9 to 10 years;
third stage - from 11 to 12 years;
fourth stage - from 13 to 15 years;
fifth stage - from 16 to 17 years;
sixth stage - from 18 to 29 years old;
seventh stage - from 30 to 39 years;
eighth stage - from 40 to 49 years;
ninth stage - from 50 to 59 years;
tenth stage - from 60 to 69 years;
eleventh stage - from 70 years and older.
8. The normative testing part of the All-Russian Physical Culture and Sports Complex provides for state requirements for the level of physical fitness of the population, including disabled people and persons with limited health capabilities, based on the implementation of testing standards (tests), recommendations for weekly physical activity.

The state requirements of the All-Russian Physical Culture and Sports Complex are approved by the Ministry of Sports of the Russian Federation in agreement with the Ministry of Science and Higher Education of the Russian Federation, the Ministry of Education of the Russian Federation, the Ministry of Defense of the Russian Federation, the Ministry of Labor and Social Protection of the Russian Federation and the Ministry of Health of the Russian Federation.

9. Assessment of the level of physical fitness of the population is carried out based on the results of performing a set number of tests (tests), allowing:
a) determine the level of development of physical qualities and applied motor skills;
b) assess the versatility (harmony) of the development of basic physical qualities, knowledge, abilities and skills in accordance with the gender and age characteristics of human development;
c) determine the level of development of physical qualities of disabled people and persons with limited health capabilities.

10. Types of tests (tests) are divided into mandatory tests (tests) and optional tests (tests) (with the exception of tests (tests) for disabled people and persons with limited health capabilities).
Disabled people and persons with limited health capabilities independently select tests (tests) from among the tests (tests) provided for in paragraph 12_1 of these Regulations (one test (test) to determine the level of development of each physical quality) in accordance with the levels and age groups of the All-Russian Physical Education sports complex.

12. Tests (tests) of choice in accordance with the stages of the structure of the All-Russian Physical Culture and Sports Complex (with the exception of tests (tests) for disabled people and persons with limited health capabilities) are divided into:

12_1. Tests for disabled people and persons with limited health capabilities are divided into:
a) tests (tests) to determine the level of development of speed capabilities;
b) tests (tests) to determine the level of endurance development;
c) tests (tests) to determine the level of strength development;
d) tests (tests) to determine the level of development of speed and strength capabilities;
e) tests (tests) to determine the level of development of flexibility;

12_2. The number of tests (tests) to fulfill test standards (tests) is determined by the levels and age groups of the structure of the All-Russian Physical Culture and Sports Complex.

13. Persons who have completed the standards, tests (tests) of certain levels of the All-Russian Physical Culture and Sports Complex are awarded the corresponding insignia of the All-Russian Physical Culture and Sports Complex, the sample and description of which and the form of the certificate for which are approved by the Ministry of Sports of the Russian Federation. The procedure for awarding persons who have fulfilled the test standards with the corresponding insignia of the All-Russian Physical Culture and Sports Complex is established by the Ministry of Sports of the Russian Federation.

14. Persons who have one of the sports titles or sports ranks not lower than the second youth level and who have completed the testing standards (tests) corresponding to the silver insignia are awarded the gold insignia of the All-Russian Physical Culture and Sports Complex.

17. The assignment of sports categories in sports disciplines of sports included in the All-Russian Physical Culture and Sports Complex is carried out in accordance with the requirements of the Unified All-Russian Sports Classification.

18. The procedure for organizing and conducting testing to fulfill test standards (tests) is approved by the Ministry of Sports of the Russian Federation.

The Ministry of Defense of the Russian Federation, in agreement with the Ministry of Sports of the Russian Federation, approves the procedure for organizing and conducting testing of persons subject to conscription for military service, as well as persons studying in educational institutions under its jurisdiction, and relevant civilian personnel.
The admission of sports judges to assess the fulfillment of test standards is carried out by testing centers in the manner and in accordance with the requirements established by the Ministry of Sports of the Russian Federation.

IV. Organization of work on the introduction and implementation of the All-Russian Physical Culture and Sports Complex
19. Persons who are systematically involved in physical culture and sports, including independently, are allowed to comply with test standards (tests), based on the results of a medical examination conducted in accordance with the procedure for organizing the provision of medical care to persons involved in physical culture and sports (including in the preparation and conduct of physical education and sports events), including the procedure for medical examination of persons wishing to undergo sports training, engage in physical education and sports in organizations and (or) fulfill the test standards of the All-Russian Physical Culture and Sports Complex, approved by the Ministry of Health of the Russian Federation .

20. Subjects of the Russian Federation have the right, at their discretion, to additionally include 2 types of tests (tests) in the All-Russian Physical Culture and Sports Complex at the regional level, including in national, military-applied sports (disciplines), as well as in the most popular among youth sports (except for tests (tests) for disabled people and persons with limited health capabilities).

21. Requirements for the level of physical fitness when fulfilling test standards are taken into account in the educational programs of educational organizations in the subject (discipline) "Physical Culture".

22. Applicants to study in educational programs of higher education have the right to provide information about their individual achievements in the field of physical culture and sports, the presence of insignia of the All-Russian Physical Culture and Sports Complex, which are taken into account by educational organizations upon admission on the basis of the procedure for recording individual achievements established by the rules approved educational organizations independently.
23. Students who have a gold insignia of the All-Russian Physical Culture and Sports Complex may be awarded an increased state academic scholarship in the manner established by the Ministry of Science and Higher Education of the Russian Federation.

24. Preparation for implementation and fulfillment of test standards by various age groups can be carried out as part of the implementation of activities aimed at the development of physical culture and sports among all age and social groups of the population and carried out at the municipal, regional and federal levels, including public physical culture and sports organizations.

25. Persons carrying out labor activities prepare for the implementation, as well as direct implementation of test standards (tests) during activities carried out by the employer. Recommendations for employers on the organization, preparation and implementation of test standards for persons engaged in labor activities are approved by the Ministry of Sports of the Russian Federation. The employer has the right to reward, in the prescribed manner, persons who have completed the testing standards for the corresponding insignia of the All-Russian Physical Culture and Sports Complex.

26. In order to conduct testing of compliance with test standards (tests), testing centers for compliance with test standards (tests) are being created in the constituent entities of the Russian Federation. The procedure for the creation and regulations on these testing centers are approved by the Ministry of Sports of the Russian Federation in agreement with the Ministry of Defense of the Russian Federation in terms of testing citizens subject to conscription for military service, as well as persons studying in educational organizations under its jurisdiction, and civilian personnel of military formations.

26_1. Testing centers for compliance with testing standards (tests), including physical education and sports clubs, have the right to provide consulting assistance to the population on the following issues:
a) the impact of physical education on health, increasing mental and physical performance;
b) hygiene of physical education classes;
c) basic methods of monitoring physical condition when practicing various physical education and health systems and sports;
d) the basics of independent study methods;
e) mastery of practical skills and abilities in physical culture, health and applied areas, mastery of skills in various types of physical culture and sports activities within the framework of the All-Russian physical culture and sports complex.

26_2. Testing centers for compliance with test standards provide disabled people and persons with limited health capabilities with sports equipment and inventory necessary for testing in accordance with methodological recommendations approved by the Ministry of Sports of the Russian Federation.

27. The unified calendar plan of interregional, all-Russian and international physical education events and sports events, calendar plans of physical education events and sports events of the constituent entities of the Russian Federation, municipalities include physical education and sports events that involve the implementation of types of tests (tests).

28. The coordination of activities for the phased implementation of the All-Russian Physical Culture and Sports Complex is carried out by the Ministry of Sports of the Russian Federation.
29. Information support for the implementation of the All-Russian Physical Culture and Sports Complex is provided by the Ministry of Sports of the Russian Federation.
30. Accounting of data on the results of fulfillment of test standards is carried out in accordance with the form of federal statistical monitoring of the implementation of the All-Russian Physical Culture and Sports Complex, which is approved by the Federal State Statistics Service in the manner established by it.
