I. General provisions
1. The qualification characteristics included in the section “Qualification characteristics of positions of workers in the field of physical culture and sports” of the Unified Qualification Directory of Positions of Managers, Specialists and Employees (hereinafter referred to as the qualification characteristics, CES) are regulatory documents intended to substantiate the rational organization of labor, correct selection, placement and use of personnel, ensuring unity in determining the job responsibilities of employees and the qualification requirements for them, as well as decisions made on suitability for positions held.
Qualification characteristics reflect the specifics of the activities of workers in the field of physical culture and sports (hereinafter referred to as workers) in performing the functions assigned to them.
The section “Qualification characteristics of positions of workers in the field of physical culture and sports” of the EKS consists of 4 sections: I - “General provisions”; - "Positions of managers"; III - "Positions of specialists"; - "Positions of employees."
2. Qualification characteristics are used as normative documents or serve as the basis for the development of job descriptions for employees, containing a specific list of their job responsibilities, taking into account the specifics of the organization of work, as well as the rights and responsibilities of employees. If necessary, job responsibilities included in the qualification characteristics of a certain position can be distributed among several performers.
3. In order to improve the organization and increase the labor efficiency of employees, it is possible to expand the range of their responsibilities in comparison with those established by the corresponding qualification characteristics. In these cases, without changing the job title, the employee may be entrusted with performing duties provided for by the qualification characteristics of other positions that are similar in content of work, equal in complexity, the performance of which does not require another specialty and qualifications.
4. The qualification characteristics of each position contain three sections: “Job responsibilities”, “Must know” and “Qualification requirements”.
The “Job Responsibilities” section establishes a list of basic functions that can be fully or partially entrusted to an employee holding this position.
The “Must Know” section contains the basic requirements for the employee in relation to special knowledge, as well as knowledge of legislative and other regulatory legal acts, regulations, instructions and other documents, methods and means that the employee must be able to use when performing job duties.
The section "Qualification Requirements" defines the level of professional training of the employee necessary to perform the job duties assigned to him, as well as the required work experience.

6. The highest complexity of a teacher’s activity, which requires the manifestation of all his abilities, lies in the ability to reveal and overcome the contradictions of the educational process in the broad sense of the word. It happens that a pilot at the age of 35-38 is written off from flying. One can imagine with what feeling a man in love with flying, essentially still a very young man, looks at the sky and listens to the roar of the engines. This happens often in sports. A strong, young man, hungry for victory, but unable to compete with the younger rivals who replaced him. In many sports, an athlete becomes an “old man” long before the age of thirty.
